In all cases, the arbitrator’s fee will be set by the Arbitration Commission as required by UTCR 13.120(1). In any case, or in a case that settles before the date of the arbitration, the parties and arbitrator may use the procedure found in UTCR 13.120(1) to adjust or request a higher fee than that provided for by the Arbitration Commission. If a case settles before the date of the arbitration, the arbitrator shall refund the preliminary payment except for such minimum amount set by the Arbitration Commission.
