A trust carrying out a multiple employer welfare arrangement shall not provide coverage to more than 20,000 lives unless the trust first obtains a certificate of authority as an insurer in this state. [1993 c.615 §23] LEGAL EXPENSE ORGANIZATIONS AND LEGAL ACCESS PROVIDERS
