OAR 860-028-0000: Applicability

(1) The rules contained in this Division apply to every pole or conduit owner and every pole or conduit occupant, as defined in OAR 860-028-0020. (2) Upon request or its own motion, the Commission may waive any of the division 28 rules for good cause shown. A request for waiver must be made in writing, unless otherwise allowed by the Commission.
