(1) The Board will develop program guidelines, including specific project criteria and financing mechanisms which can be found in the Program Overview and application materials. (2) The Department will administer the Fund in accordance with ORS 458.735. The Department's Administration of the Fund is not subject to Housing Stability Council policy, rules or standards.
