OAR 690-380-7020: Change from Surface Water Point of Diversion to a Groundwater Appropriation

The surface water point of diversion of a water right permit, or portion thereof, may be changed to allow the appropriation of groundwater instead of surface water, provided the proposed change meets the standards set forth in: (1) ORS 540.531(2) or (3); (2) OAR 690-380-2130(2) to (11), except that the water right permit need not be a water use subject to transfer; and (3) OAR 690-380-7300.
