OAR 340-050-0005: Purpose

(1) It is the purpose of these rules and best management practices to protect the environment and public health in Oregon by prescribing the methods, procedures and restrictions required for the safe handling and use of domestic wastewater treatment facility solids, biosolids, biosolids derived products, and domestic septage. These rules implement a program for biosolids and domestic septage management which satisfies or exceeds minimum federal regulations pertaining to land application. (2) Industrial process water solids, agricultural wastes and sewerage waste water are not included in these rules.
