(1) The purpose of these rules is to establish requirements for a voluntary statewide program for providing newborn nurse home visiting services to all families with newborns residing in the state to support healthy child development and strengthen families. (2) Newborn nurse home visiting services provided under these rules must be reimbursed by health benefit plans as specified in ORS 743A.078.
