OAR 291-046-0005: Authority, Purpose and Policy

(1) The authority for this rule is granted to the Director of the Department of Corrections in accordance with ORS 179.040, 423.020, 423.030 and 423.075. (2) Purpose: The purpose of this rule is to provide a method to administratively house inmates in Department of Corrections facilities who: (a) Constitute a continuing or immediate threat to the safety, security, and orderly operation of the facility; or (b) Require protective custody. (3) Policy: It is the policy of the Department of Corrections to administratively house those inmates in Department of Corrections facilities whose notoriety, actions or threats jeopardize the safety, security, and orderly operation of the facility, staff, visitors or other inmates.
