(1) Supplemental funds described in OAR 291-031-0220 will be made available to counties based on a formula that matches the county’s percentage share of community corrections grant-in-aid funds. Every county will be eligible for a minimum grant of $50,000. Counties must apply for these funds as described in OAR 291-031-0240. (2) The Director of the Department of Corrections, after consulting with the committee described in ORS 423.150, shall review the applications, and determine the funds to be allocated to each county. (3) Unallocated funds will be made available as enhancement funding through a competitive process based on scored program proposals. (4) Thirty days following sine die of the regular legislative session of each odd-numbered year, the Department of Corrections shall compute each county's percentage share of the biennial supplemental funds. (5) An intergovernmental agreement between the county and the department must be executed prior to any state supplemental funds being disbursed to the county. (6) No modifications to an approved supplemental funds intervention plan shall be placed into effect without prior written notification to the Director or designee.
